iePolitics: Is Assemlyman Bill Emmerson (R-Somewhere In California) Turning Against District Attorney Mike Ramos?

Is Assemblyman Bill Emmerson (R-Hemet/Upland/Redlands/Wherever) turning against one of his strongest endorsers? For years, DA Mike Ramos and Bill Emmerson have been politically close. DA Mike Ramos has endorsed Emmerson for legislative offices through the years, and Emmerson has backed Ramos for district attorney.

However, is that supposedly close political relationship about to change?

With much fanfare, it was announced in February 2010 that DA Ramos believed that Second District County Supervisor Paul Biane (who was identified only as a “John Doe”) was an unindicted co-conspirator in alleged malfeasance related to the 2006 Colonies settlement. Biane, like most of those charged by Ramos, denies all allegations, and he himself has not yet been charged. However, at a press conference that attracted statewide media attention, Ramos made clear when unveiling Biane’s possible involvement in an alleged corruption scheme that the criminal investigation remains “ongoing.” Continue reading

On 4-10-2010 Tribal Attorney Lester Marston sued the Secretary of Interior and various high ranking Officials of Interior for violations of the Mission Indian Relief Act, 26 Stat. 712, and the Administrative Procedures Act, 5 U.S.C. 701, for Agency action unreasonably delayed.(U.S. District Court for the Eastern District of California)

The Tribe alleges that in 1907 the Secretary by “Administrative oversight” failed to issue the Tribe a Trust Patent on its Reservation. This Lawsuit raises many questions…..

1-If the tribe is suing Interior for a Trust patent for the Land on which it operates its Casino then obviously the Land is not and never has been held in Trust.

2-If not Trust Land then the Land should of been on the Counties Tax Rolls, Millions of Dollars are due in back Taxes,BILLBRAD has been briefed on this issue but once again cannot risk upsetting INDIAN GAMING dollars! Continue reading

Someone has stirred the pot today besides for Paul Schrader.  It has forced me to stop long enough to post a little more information on this subject.

First of all, here is the press release from the San Bernardino County Sheriff’s Department: Baby Wyatt.   As you can see, there is no mention whatsoever of a police pursuit. Here are a few additional details I have been made aware of.

First, Judge Lemkau was not the first judge to deny Katie Tagle’s request for a restraining order, but at least the third.  There is actually some startling evidence (in all three judges’ favor) that I’m trying to verify and get copies of to post. Continue reading

Five hurt in three-vehicle crash

May 23, 2010 3:55 PM

VICTORVILLE • Several people were injured early Sunday morning during a head-on crash on Highway 395, and while a good Samaritan tried to help the victims, a third vehicle slammed into the crash scene, San Bernardino County Sheriff’s officials said.

Shortly before 4 a.m., a 2001 BMW driven by a 48-year-old man northbound on Highway 395 north of Bear Valley Road, crossed into the southbound lane and struck a 2008 Toyota Camry head on, according to a sheriff’s news release.

The Toyota Camry, driven by a 38-year-old man with a 19-year-old male passenger, spun off the roadway and came to rest on the east dirt shoulder. The BMW remained in the southbound lane.

Just after the collision, an uninvolved motorist stopped to assist the involved parties. While the motorist was standing on the passenger side of the BMW, a 2002 Oldsmobile sport utility vehicle traveling northbound, struck the BMW, throwing the pedestrian from the roadway.

The Oldsmobile, driven by a 26-year-old woman, veered off the roadway, striking a power pole.

All five people involved were transported by ambulance to area trauma centers with unknown injuries, according to sheriff’s officials.

Anyone with information the collision is asked to contact Deputy Scott Chapdelaine at (760) 243-1894.

What is not reported in the story is the fact that an off-duty Alhambra police officer, who had been drinking, was involved in the first accident.  The daughter of a recently retired sheriff’s lieutenant was the driver of the vehicle who hit the uninvolved motorist who stopped to assist.  She is a sheriff’s deputy who recently was reassigned to the jail due to incompetence.  She too had been drinking. Paul Schrader: Candidate for Sheriff Paul Schrader wants Rod Hoops to make a statement regarding the Baby Wyatt Garcia case. Is this another cover up?

Ken from IEpolitics wrote this article and Hoops has still failed to answer the questions regarding the Department’s mismanagement of the incident.

Katie Tagle has contacted me and said that the Department failed in many areas.  This is more of a reason why you need someone who will bring transparency to the San Bernardino County Sheriff’s Department. You need to elect Paul Schrader and bring a fresh start to the Department.

Furthermore Katie said the Department failed to start an Amber alert and laughed at her when she initially tried to report this. I receive emails daily from people wanting to know if  Hoops will come clean on this incident.

iePolitics: Can justice be found in San Bernardino County? – Part 3

So far in this series we have discussed the District Attorney’s office and the Conflict Panel.  There are three other components to justice, or the lack thereof, in San Bernardino County:  the Public Defender, the Sheriff’s Department, and the Superior Court bench.  Today, we will discuss the office of the Public Defender.

The Mission Statement on the wall of the Public Defender reads:

The Public Defender protects the constitutional rights of indigent defendants by providing skilled legal counsel and passionate advocacy at all critical phases of state level criminal and civil commitment litigation.

It is hard to believe that Public Defender Doreen Boxer would have the audacity to post such a blatant lie once one knows what really goes on at the Public Defender’s office.  iePolitics has been contacted by numerous Public Defender employees with stories of retaliation for helping clients and tales of conspiracy with the district attorney’s office to the detriment of justice.   And both actions seem to be allowed and rewarded.

But is it really that bad?  I mean, crooks going to jail, and deservedly so, is a good thing, right?.  The Sixth Amendment to the Constitution of the United States reads:

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence.

So, yes.  It really is that bad.  Anything that violates the Constitutional rights of any citizen of the United States is bad, very bad.  Perhaps today it is a serial murderer but tomorrow it could just as easily be you or I.  Once we lose our freedoms granted to us by the Constitution of the United States, America no longer exists.  And that why what is happening in San Bernardino County’s justice system is so troubling.  Literally, we are watching those who have committed no crime be prosecuted with malice.  And those who are trying to defend any who have been charged, punished for doing their jobs. But . . . this county is in dire straits, ethically speaking that is.  I really want to believe what my friends who know current County Administrative Officer Greg Devereaux say about him.  I really do.  I really, really do.  Because if it isn’t true, this county is going bankrupt. iePolitics: Very Disappointed in the Chairman’s Office

As I mentioned in another post, I attended San Bernardino County Fire Chief Pat Dennen’s retirement party Saturday night.  Supervisors Mitzelfelt and Gonzales were there along with a representative from Supervisor Derry’s office.

There is a lot I have not been able to write about the situation with Chief Dennen because of the precarious position he has been in due to plotting and conniving by former County Administrative Officer Mark Uffer and Human Resources Director Andrew Lamberto.  Now that Pat is retiring from the county and taking a position with the state of California, I will be able to write the truth.  Expect to see some shocking revelations in the near future.

The secrets have been hard secrets to keep.  But I have hardly been the only one who knows the truth behind what happened last year.  Between Jim Erwin and me, we made sure a couple members of the Board of Supervisors knew too.  The one that I was directly responsible for was Chairman Gary Ovitt. iePolitics: Ramos Under Investigation By The FPPC – Again

San Bernardino County District Attorney Mike Ramos is once again under investigation by the Fair Political Practices Commission (FPPC)  See letter:

This is the second letter received from the FPPC on this matter. The first letter acknowledged receipt of the complaint and advised they would determine if there was enough evidence to investigate. The 460 speaks for itself so it would have been hard to say there is no evidence.

Basically, the complaint alleges that Ramos used his campaign account as a slush fund—something he is accusing everyone else of doing. And it appears that he used his campaign account so that his county credit card would not be scrutinized. Continue reading

Last night I attended the retirement dinner for San Bernardino County Fire Chief Pat Dennen at Mill Creek in Mentone.  The event was sold out and the room was packed like sardines.  Despite the fact that our Board of Supervisors doesn’t think too highly of what Pat does, the loyalty from his peers was obvious. Homosexual . . . gay . . . faggot . . . dyke . . . lesbian . . . and a host of other kind and not-so-kind terms we commonly hear at Republican functions are part of the dirty little secret of the Republican Party.  I have recently attended a number of Republican events where mostly the ultra right-wing of the party have been in attendance.  I have listened to discussions of Harvey Milk Day, gay marriage, and other homosexual-related topics, discussions that are filled with hate and intolerance.

What strikes me most is the hatred I hear in people’s voices as they talk about an “abomination unto God” all the while discussing the importance of honoring God and living a righteous life.  I have to wonder if these people realize how hateful and bigoted they really sound. Continue reading

Paul Schrader met with several veterans in Wrightwood today.  The group said they are committed to help elect Paul as the next Sheriff of San Bernardino County. He also met with veterans at VFW’s in the area.  Paul also had a meet and greet at the Payne residence.  This was a great success.   Paul also said while in the local coffee shop he was recognized by supporters that were visiting the area.  Get on the ball and vote for Paul.

I should be very happy for cops right now because I’ve been so busy I haven’t had time for the blog the last two days. Thanks guys for keeping it going!

I’m really behind on the Voter’s Guide for several reason: equipment malfunction, body malfunction, and attitude malfunction! Actually, I’ve just been sick and busy and fed up with my computer and Blackberry.

InlandPolitics: ARMC director cuts deal with medical group he once labeled as “incompetent”

InlandPolitics.com has learned the Medical Director for San Bernardino County-owned Arrowhead Regional Medical Center (ARMC) has cut a deal with a Riverside County-based Anesthesiology Medical Group to replace its current provider.

There’s just two problems.

The first, no request for qualification (RFQ) or request for proposal (RFP) was ever initiated.

And the second, Medical Director Dr. Dev GnanaDev previously criticized the same medical group provider has being incompetent. Continue reading

Many people are asking why it appears San Bernardino County seems to be ignoring many of the problems occurring at its own Arrowhead Regional Medical Center (ARMC).

The answer that seems to be surfacing is political.

As in campaign contributions.

Sources tell InlandPolitcs that county politicians routinely request donations from medical service providers. Many of those contributions are handled through various medical groups. Continue reading

The small efforts deployed against San Bernardino County District Attorney Michael Ramos might be somewhat comical, but that’s about it.

The two term incumbent DA is on a sure path to reelection in a little more than two weeks. The two attorneys in the race, Frank Guzman and Bob Conaway, lack ability to raise the necessary funding for a successful candidacy.

Ramos effectively dissuaded any serious contenders from coming forward and challenge him.

It’s interesting though that someone appears to be taking a few lightweight shots at Ramos. Anyone with decent political skills is well aware that it’s money down the drain. Plus Ramos’ knack for retaliation is well known. So someone apparently wants a bulls-eye on their forehead.

Last Friday a soft hit against the DA showed up in a voter guide sponsored by conservative republican activist Lew Uhler and his Orange County -based National Tax Limitation Committee.

A move to have little effect. I actually missed it until someone pointed it out. Continue reading

InlandPolitics Commentary: Is “culture of cover-up” plaguing S.B. County government?

One things for certain.

San Bernardino County doesn’t want any bad news made public. And when it does go public by way of internal leaks, the course of action is to downplay or deny.

The current situation at San Bernardino County-owned and operated Arrowhead Regional Medical Center (ARMC) is a prime example.

When allegations alleging a breakdown in quality of care began surfacing several months, hospital and county officials denied any problems existed. This was until outside investigations surfaced that found critical breakdowns in medical care and other areas.

Medicare and MediCal have threatened to terminate reimbursements to the facility. A threat that doesn’t materialize until after at least two prior warnings.

I can’t find any public disclosures of any prior warnings to the facility. Continue reading

SHERIFF PAUL SCHRADER 2ND AMENDMENT SHERIFF

During the past three months I have had discussions  of importance with some San Bernardino County professional staff,  deputies, detectives, sergeants,  lieutenants and 1 captain.

One area of concern is the Mini 14 rifle.  Most sworn staff do not like the Mini 14′s.  I prefer the AR 15 over the Mini 14.

The following evaluation is based on law enforcement evaluations in the USA. The Ruger’s Mini-14 is not as reliable or accurate as AR-15 rifles, which was discovered in an  impartial evaluation of the two rifles in a head-to-head comparison. I think we need to give the deputies the opportunity to purchase and carry AR 15′s on patrol.  I will also authorize them to take them home for protection.

I will implement the AR 15 program after I am elected sheriff.

Another area of concern is the Hoops’ good ol boy establishment in the Department. I will immediately begin to work on transparency within the ranks of our Department to break down the good ol boy system. This will help regain trust with the executives and staff in the Department. The promotion system and discipline system will be improved to help remove the good ol boy system. It will also be fair and transparent.

The last area of concern I will address at this time is professional staff.  I will ensure the professional staff receive the training and respect they deserve as members of our Department.

Well Deputy Schrader, maybe it is time you took some spelling lessons when you decide to finish your AA Degree. If you took the time to look, the correct spelling of my last name is Averbeck. It is clearly written on the right hand column of the front page of www.iepolitics.com.

You either can’t spell very well or you are too careless to pay attention to detail. I can assure you that you will learn how to spell my name correctly especially after this primary election is over.
• No one is impressed with your unauthorized use of San Bernardino Sheriff’s Department’s Logo.
• No one is impressed with your plan to retrain our Deputies to solve the homeless problem.
• No one is impressed that you would look into the feasibility of bringing the canine program back to San Bernardino County.

The Deputies in San Bernardino County want the canine program back on patrol and in our jails PERIOD.  Officer safety is a paramount concern for all of us who work in law enforcement.  Certainly you should understand that concept.

Maybe you remember what happened to a politician named Dan Quayle who couldn’t spell a simple word such as potato.  His political career was over.

Look on the bright side Paul Schrader, once you lose you can collect your signs/ your you tube videos and present them to your Department in Los Angeles County. Maybe the LASO Deputies will be impressed with your lack of a strategic plan. I am quite sure none of my colleagues here in San Bernardino County are impressed at all.

Vic Stull is on the Run

Vic Stull can’t run from the voters forever…….

This election year I have been out in the community earning your vote. My friends, family, and I are out at events talking to voters and answering the tough questions voters have about our court system.

My opponent on the other hand is sitting at home expecting your vote to come in without working for it.That is when he is not at the country club with other members of the San Bernardino political establishment who expect voters to just keep the status quo.

I have participated in no fewer than 4 public forums that I verified Mr. Stull was also invited to participate. I welcome the opportunity for voters to contrast our skills and most importantly our temperaments when it comes to this position. Mr. Stull has stayed home.

The last ten years I have volunteered my time on the bench as a substitute judge on the family court bench. Mr. Stull has had this very same opportunity, but did not feel that he owed it to our community to take on this training and develop a record of conduct on the bench among his colleagues before running in this election.

Yesterday Mr. Stull made what I believe to be his one public appearance in this campaign since I declared my candidacy. He spoke at the Redlands Country club. I exhausted every effort to work with the meeting organizers directly. Despite my request to be a part of this forum and have equal time to present why I am the better candidate for judge, I have been shut out. Clearly my speech would have been more dynamic compared to Vic’s presentation. This is why he made sure I was not there.

Ask who does Mr. Stull think he needs to be protected from? Is it the voters?

This election year we even have a candidate for judge in another race facing protesters when he goes out in public, but even judge Lemkau is making more of an effort to meet with voters than Mr. Stull.

Does Mr. Stull need to be protected from another distinguished member of the legal community? A man who has to hide from his opponent in the campaign clearly shows a lack of ability to manage conflicts. Judges who can’t manage conflicts, can’t manage a courtroom, and can’t face the contentious nature of litigants in the court.

I can assure Mr. Stull that I am many times more professional, courteous, and restrained than the many self represented litigants that come before the San Bernardino courts who are frustrated, yet deserve the opportunity to have a fair hearing.

Our courts see people on the worst days of their lives, and deserve compassion. The courthouse is not a country club and our community is ill served by jurists who believe it should be a place where the priviledged hold all the power and the common man has no rights.

Our courts serve all walks of life. I am proud to have worked my way up from a modest upbringing to where I am today always understanding that the dignity of an individual before me is not measured by their bank account or the clothes on their back.

Voters ask yourself: where is Vic Stull?

Don’t vote for a man who thinks the only worthy voters are the country club voters. Our courts have too many judges who sit in judgment of our community, without ever participating in it.

Remember to use your head and vote for Ed.

I was at the county fair tonight. I have a picture of me on a hog, with some Victorville supporters.

Saturday I will be making whistle stops in San Bernardino in the Parade, back to Victorville for the fair, then to Lytle Creek for a meet and greet,  making a stop in Crestline for a meet and greet, last stop in Rancho for a meet and greet.

Paul Schrader has a clear global picture for the Department. This has been part of my fresh start initiatives since day one:

Fiscal Conservative

I would like to bring a Fresh Start to the San Bernardino County Sheriff’s Department financing and budgeting reviews. I will appoint a volunteer committee to review the audit and devise solutions to maximize the use of funds currently being spent in the Sheriff’s Department, especially to make available the maximum amount of technology and resources to the Deputies working in the field and in the jails.

I will be exploring the possibility of using resources such video cameras in high-crime areas, electronic monitoring systems, shot spotters, and an automatic license plate recognition system to identify stolen vehicles. The feasibility of adding K-9′s and volunteers into the ranks will also be explored.

Hoops was appointed and has proven he can not manage this Department.  Averback has work the jail and patrol.  Averback does not have the experience to be sheriff.

I have the experience of 27 years in Law Enforcement. I am a supervisor in a merger team. I have supervised  audit teams, risk analysis teams, a legal unit, sheriffs headquarters operations, and I worked  patrol and the jails. I have also been in federal law enforcement and the Marines.  I will be able to look at this Department with a working knowledge of budgets and operations.  I will use my combined vast experience and maximize the use of funds. We can not cut deputies from this Department. Continue with Hoops and the deputies will go.  Averback does not have the experience.

iePolitics: SEBA Attorney William Hadden

The information in this commentary is for the benefit of those presently employed members of the San Bernardino County Sheriff’s Department.  READ carefully and THINK!!

I hope not only the general members of SEBA read this and take heed, but the station representatives who are concerned with William Abernathie and Michael Eagleson not being forthright in the fiduciary duties towards  SEBA members.

Members need to know that these same issues are going on with current members and their cases as we speak. If these issues are not brought forth, members will continue to suffer for the benefit of a few. Just like we are seeing every where else.

On February 5, 2010 I filed a 14 page complaint against SEBA attorney William J.Hadden of Silver,Hadden & Silver.

The complaint was filed with Peace Officers Research Association of California/Legal Defense Fund. The complaint was addressed to the Board of Trustees.

The Board of Trustees heard the case in San Diego, Ca on April 24, 2010. On May 18,2010 I received a letter from Edward Fishman the Legal Administrator for LDF.  I was informed by Mr.Fishman, that the Board has taken the appropriate administrative action against Mr. Hadden as a result of my complaint. Rules That Govern Medical Services

The rules that govern the delivery of medical services are multifaceted. It is not just one agency or level of government who oversees its delivery. Each discipline has its licensing or certification board that dictates how that profession may practice. Each setting (hospital, nursing home, clinic, etc.) has guidelines that allow it to operate and be licensed. Then there are rules that dictate how private insurance pays for services. Rules on how care of private-paying patients can function. Government funded care such as Medicare and Medicaid also have their rules on how they should be billed and what acceptable services can be billed. In addition, there are often both state and federal rules within the same area that must be adhered to. Each of these may have different expectations. When this is true the “Most Restrictive” rule must be followed.

To their detriment, most health care professionals have expertise in one or two of these areas. They often unwittingly violate regulations they don’t know but are responsible to follow. The violations here are not whether a physician can give away free care or whether services can be undocumented by a physician. The physician scope of practice rules are only one component of compliance in a hospital setting. The fact that services are delivered in a hospital setting means that the hospital is responsible for the services delivered and that the rules and laws that govern it must be followed.
Potential non-compliance may exist in two areas:
1. State and federal licensing laws, and
2. State and federal reimbursement guidelines

Title XXII is the group of state laws that dictate licensure of health facilities. Services delivered in a health facility must be documented. It is not an option whether or not to document care or not. It is a requirement. Federal licensing laws also require that all care delivered must be documented. Late entry of documentation is possible if for some reason it was not completed at the time of services. But if done is must be dated on the day it was written not post dated back to the service date. Back- dating is considered fraud or forgery, . Bboth of which are not just a violation of rules, but criminal offenses. There is an example of a facility in Riverside County where nurses asked to falsify records were arrested and taken to jail. The electronic medical record system in use at ARMC should prevent this, but it may be able to be overridden by those with “Administrative” authority.

Healthcare billing and reimbursement is unlike any other profession. There is not a direct correlation between what is billed and what is paid. When an agency or service provider is a Medicare provider they are subject to a concept called “Lesser of cost or charges”. Basically, Medicare sets rates that they will pay. If you participate as a provider of care and bill Medicare you must bill at least the Medicare rate to all others. If you bill less than the Medicare rate to others then Medicare expects that you will bill them at that lower rate. If it is found that others are charged less than Medicare and that is accepted as payment, then the difference that was paid Medicare and what would have been paid at the lower rate is owned to Medicare. Care of County Supervisors and their families is certainly less than the Medicare rate. All similar service delivered at that rate is potentially in jeopardy.

Each facility who bills Medicare or Medicaid must submit an annual “Cost Report”. This is another area that both lack of documentation and failure to bill affects. This annual report is to reflect all appropriate costs and incidents of services delivered. Distilled down to a simplified equation, the total costs divided by the increments of service gives an average cost of service. Where facilities can get into trouble is when they inflate costs by including inappropriate items or report fewer increments of service. In the latter case reducing the denominator inflates the cost per increment. If a facility is found to be providing an inaccurate cost report, Medicare/Medi-Cal can trigger a financial audit that can result in paybacks, withhold of payment and/or fines.

Judicial candidate Ed Montgomery and candidate for sheriff Paul Schrader host a public information session on Thursday, May 20th in Rancho Cucamonga about GPS with victim notification. The candidates encourage all interested members of the public to attend because this information will save lives.

Victim notification GPS allows a potential victim of violence to be instantly notified when a person they have a restraining order against enters within the forbidden perimeter established by that order. When a potential threat enters the area a victim can use that warning to take evasive action and protect themselves. This technology prevents any chance meetings in public places in addition to locations outlined in a court order. Judges and law enforcement have the ability to independently verify the compliance to the restraining orders established in their court.

Ed states “This technology can and will save lives, and I want to do everything I can to bring it to the family court system in San Bernardino County”  He adds that “I look forward to using another tool on the bench to protect the children of our community.”

Paul Schrader in addition to saving lives focuses on how as sheriff this system can greatly reduce the public costs associated with needless murder and reduce calls for service related to officers having to come out to enforce protective orders. “When a potential violator knows they will get caught, many of them stay home and find something else to do.”  Paul speaks from his experience as a homicide detective that “Sadly I have personally worked on too many murder cases where the victim would still be alive if they had victim notification GPS.” Continue reading

Mark Averbeck, candidate for San Bernardino County/Sheriff Coroner announced today that he has requested the District Attorney’s Office to cause the San Bernardino County Grand Jury to investigate allegations that high ranking members of appointed Sheriff Rod Hoops management team committed fraud and defrauded the tax payers of San Bernardino County by misappropriating over $50,000. For several months now, information has been circulating around the Sheriffs Department and has been reported by one local news organization that as many as fifteen members, both sworn and non sworn personnel, were investigated for falsifying Post Certificate applications. Reportedly, this fraudulent conduct allowed Sheriff Employees, including high ranking administrators, to receive increased pay that was unearned. InlandPolitics: ARMC employees under pressure

This morning a meeting was held at San Bernardino County-owned Arrowhead Regional Medical Center (ARMC).

It was very interesting to say the least.

In politics, such a meeting is referred to as circling the wagons and is indicative that things aren’t going well for top management.

The meeting of the facility’s medical staff was conducted by Dr. David Lannum, Staff President.

What took place was absolute strong-arming, something that has become commonplace at the struggling medical center.

Sources tell inlandpolitics.com that hospital department heads were summoned to a conference room, where they were handed a sign up sheet to be circulated among staff and employees.

Signatures are being requested to show support for the quality of medical care, the staff, and most importantly GnanaDev.

Seriously, now you guys (and gals) know what it is like to have an ineffectual union in bed with management.  About time you share our pain!

I’m hearing a lot of muffled voices suggesting it is time you look for a new president.  Well, duh!  I wasn’t going to throw this out there until after the June 8 primary, but one name has popped up a time or two and that is Mark Averbeck.  He certainly has shown he is not afraid of Sheriff’s brass.  I seriously doubt you would ever find him with a brown nose.  Think about it!

InlandPolitics: Gutierrez case now back on radar screen

Finally! One of the alleged corruption cases is on the radar screen. Really it is!

The case calendar of Rancho Cucamonga City Councilman Rex Gutierrez now has a trial approaching.

Gutierrez is charged with grand theft and other crimes related to alleged time card fraud during his tenure at the Assessor’s office.

The case is scheduled for a Pre-Trial Hearing Conference in Superior Court next Tuesday, when various motions will be taken up by the court. The matter then proceeds to a Readiness Calendar confirmation on May 28th and Jury Trial on June 1st.

Gutierrez’ last day to commence trial is June 11th plus 10 days. If no trial commences by June 21st the case is dismissed.

This mornings article in the Inland Valley Daily Bulletin newspaper titled “Top doctors defend quality of care at ARMC” appears to have been written about a medical facility somewhere else.

Maybe in a “Banana Republic”.

While San Bernardino County and some of its doctors at county-owned Arrowhead Regional Medical Center (ARMC) try to mitigate and deflect allegations of misconduct and medical treatment gone haywire, more information continues to leak out of the facility that paints a grim picture.

News of five “sentinel events” involving the hospitals Obstetrics and Gynecology Department have surfaced.

iePolitics: More ARMC Cover Up

Sometimes I really wonder who is the worst lawyer, District Attorney Mike Ramos or County Counsel Ruth Stringer.  From Ramos we have learned that the Constitution of the United States is not applicable in San Bernardino County, at least not in connection with political enemies.   And County Counsel Ruth Stringer has taught us that copulation involving public resources is covered by the “deliberative process” and therefore not subject to review, not that we wanted to review the copulation, only the expenditures attached thereto.

Now we find our two legal beagles are at it again.  Well, not with each other we hope, but in consort of sorts, with those at Arrowhead Regional Medical Center (ARMC) who wish to cover for the misdeeds of members of the Board of Supervisors, the county’s Medical Director Dr. Dev GnanaDev,  ARMC Chief Executive Officer Patrick Petre, and a handful of doctors and other ARMC employees. Appointed Sheriff Rod Hoops Supports Supervisor Paul Biane in this election. Do we need a fresh start?

This is why we need a fresh start in the San Bernardino County Sheriff’s Department.  I have been at meetings where Rod Hoops has said there are big problems on the 5th floor with the Board of Supervisors and he will not go there without a witness with him.  Then he supports one of the problems. I also received the flier with Hoops and Ramos together.  The voters get it.

Why do we need a fresh start? When you have a cloud of corruption over all county government and the board appoints the Sheriff, it is time to vote out all the incumbants.

What do I want to bring into the Department?

Transparency

As part of my fresh start approach to the San Bernardino Sheriff’s Department, it will be my duty to see that the Department is above reproach in order to restore and retain the respect and trust of the public. My first objective is to make all areas of the Department transparent, especially the jails. There will be an open dialogue maintained with the community and community activists who have questions regarding the Department, including the jails.

In order to bring justice to those wronged and closure to those who have done right, I will have all internal investigations expedited. The community will know the truth, and Deputies will be treated fairly and in accordance with “The Peace Officer’s Bill of Rights”.
