Recently we have all been reading about problems within the Sheriff’s Department. Although the majority of these issues are not major problems some of them are.

When a person becomes a Peace Officer they take an oath which is known as the “Law Enforcement Code of Ethics”. In that code is a line that states “Honest in thought and deed in both my personnel and official life, I will be exemplary in obeying the laws of the land and the regulations of my Department”.

iePolitics: Integrity questioned

The concept I am writing about is hardly new to iePolitics.  What is new is that I am going to relate it specifically to the discussions we have been having about morality in the San Bernardino County Sheriff’s Department.

I will ask a question I have asked more than once on this blog.  If a man (or woman) is willing to break the most important covenant given to him by God, then why should we expect any higher degree of integrity or morality on lesser issues?  The covenant of which I write is, of course, that of marriage.

iePolitics: Update on the Guasti Command Post Incident

I have now received multiple confirmations that the incident did in fact take place.  I am still trying to verify some of the other participants, but a number of sources have stated that besides for then-Captain Hoops, San Bernardino County Supervisor Paul Biane was also present and among those drinking and having sex with the women.  I am still trying to nail down an exact date so we can do a California Public Records Act request on the call logs, etc.  I am told that Sheriff’s deputies were complaining about the incident but Hoops silenced them.

The POST issue aside, which we know will never be prosecuted like it should, have you been reading any of our posts regarding the issues with deputies and much higher ups within the San Bernardino County Sheriff’s Department committing crimes?  The story below is a perfect example of why we have such an issue with your response that you support Sheriff Hoops.

You speak of the culture of corruption in San Bernardino County.  I have worked for the county of San Bernardino for 30 years, including a number of years in the upper echelons of county government.  The Board of Supervisors and County Administrative Office I worked for did not come close to being anywhere near as corrupt as the current BOS/CAO and two of those I worked for were charged with federal crimes, with one going to federal prison.  I can only hope that the FBI does as thorough an investigation as it did the last time.  I’ve seen enough to believe our current CAO and at least one board member belongs in federal prison as well.

iePolitics: Cop misdeed of the day – Update

I received an update on one of the more recent San Bernardino County deputy sheriff arrests.  This deputy is a member of the Special Enforcement Division (SED).  Perhaps one of you will clarify for me if all SED deputies are what we commonly know as SWAT team members or are there other functions within that division.

iePolitics reported a few days ago that this deputy was arrested for the second time for driving while intoxicated.  That is not quite accurate.  This is his THIRD incident.  Here is the full story:

Like we mentioned earlier this week, selective prosecution is alive and well in San Bernardino County.  As Mark Gluglueck pointed our below, not all lawbreakers are treated equally, especially if the lawbreaker is a cop.

iePolitics: More selective prosecution?

We are getting very close to the statute of limitations running on the defendants in the POST scandal and no charges have been filed by San Bernardino County District Attorney Mike Ramos.  We are getting very close to the statute of limitations running on former San Bernardino County Supervisor Dennis Hansberger and staff for the destruction of official records when he left office and no charges have been filed by San Bernardino County District Attorney Mike Ramos.  We are perhaps not as close to the statute of limitations running on Grand Terrace City Councilwoman Bertha Bea Cortes. but still after the complaint being in the hands of San Bernardino County District Attorney Mike Ramos for many months, no charges have been filed.

iePolitics: Congratulations to Sheriff Rod Hoops

I just wanted to publicly congratulate Sheriff Rod Hoops on his victory.  I don’t think there has been anywhere else where there has been more criticism of Sheriff Hoops than here at iePolitics.  I was not going to censor contributors nor will I do so in the future.

That being said, as the campaign progressed I have to admit I softened a bit.  Part of it I’m sure is the fact that time heals.  And part of it is a couple of emails between Sheriff Hoops and me. Continue reading

iePolitics: The Sheriff’s Department Email

I will be posting the email in its entirety soon.  It’s a tedious process that I don’t have time for now.  I do want to make a few points however.

I had three main reasons for starting this thread.

First, hostile work environment is a serious problem in San Bernardino County.  This email is hardly atypical of how those of a minority (sex, race, religion, sexual preference, economic status) are treated in the workplace.  Rather, it is quite common and those that complain are usually the ones that are punished. iePolitics: The Race for Sheriff

There are three candidates running for the office of San Bernardino Sheriff/Coroner, all of whom are Republicans.  Current Sheriff Rod Hoops was appointed by the Board of Supervisors last year to replace retiring Sheriff Gary Penrod.  San Bernardino County Deputy Sheriff Mark Averbeck was the first to challenge his boss for the top spot.  And Los Angeles County Deputy Sheriff Paul Schrader is also vying for the top cop position.

To a degree, this was one of the toughest races for me to make a decision about and that may surprise regular readers of iePolitics.  I believe all three candidates are good men who want what is best for this county. Continue reading

iepolitics: Rod Hoops “chinks in the armor”

Those of you who have been reading this blog for a few months now, have read the stories about Sheriff Hoops “chinks in his armor” as stated by one of his very own Sergeants.   The Sergeant has elected to come on this website and tell use why we should not vote for Paul Schrader. That was the number 1 priority.

I don’t need to go over the dozens of postings on how this veteran Sergeant, and at least two veteran Deputies have assisted him in making their points of view known in various ways.

But the more important issues of corruption and cover ups have been explained away as, “he (Hoops) is not perfect, but no one is”, I admit he has “chinks in his armor” and several other one line answers to some very serious issues.

I submit these gentleman are very much aware of these issues, and they might know about a few more they do not want to mention. But company men do not mention such things or avoid it at every opportunity.

Most of the focus has been on Schrader and a little on Averbeck’s lack of command experience. Well that is true, but we have not seen these bloggers point out anything on how Hoop’s impressive resume or experience has been used to help those fine men and women of SBSD that the blogger named Taylor seems so concerned about.

Let’s dispense with the drive by shooting tactics you have seen by a few attempting to attack the messenger versus the message. Continue reading

Paul Schrader: Candidate for Sheriff Paul Schrader wants Rod Hoops to make a statement regarding the Baby Wyatt Garcia case. Is this another cover up?

Ken from IEpolitics wrote this article and Hoops has still failed to answer the questions regarding the Department’s mismanagement of the incident.

Katie Tagle has contacted me and said that the Department failed in many areas.  This is more of a reason why you need someone who will bring transparency to the San Bernardino County Sheriff’s Department. You need to elect Paul Schrader and bring a fresh start to the Department.

Furthermore Katie said the Department failed to start an Amber alert and laughed at her when she initially tried to report this. I receive emails daily from people wanting to know if  Hoops will come clean on this incident.

I was at the county fair tonight. I have a picture of me on a hog, with some Victorville supporters.

Saturday I will be making whistle stops in San Bernardino in the Parade, back to Victorville for the fair, then to Lytle Creek for a meet and greet,  making a stop in Crestline for a meet and greet, last stop in Rancho for a meet and greet.

Paul Schrader has a clear global picture for the Department. This has been part of my fresh start initiatives since day one:

Fiscal Conservative

I would like to bring a Fresh Start to the San Bernardino County Sheriff’s Department financing and budgeting reviews. I will appoint a volunteer committee to review the audit and devise solutions to maximize the use of funds currently being spent in the Sheriff’s Department, especially to make available the maximum amount of technology and resources to the Deputies working in the field and in the jails.

I will be exploring the possibility of using resources such video cameras in high-crime areas, electronic monitoring systems, shot spotters, and an automatic license plate recognition system to identify stolen vehicles. The feasibility of adding K-9′s and volunteers into the ranks will also be explored.

Hoops was appointed and has proven he can not manage this Department.  Averback has work the jail and patrol.  Averback does not have the experience to be sheriff.

I have the experience of 27 years in Law Enforcement. I am a supervisor in a merger team. I have supervised  audit teams, risk analysis teams, a legal unit, sheriffs headquarters operations, and I worked  patrol and the jails. I have also been in federal law enforcement and the Marines.  I will be able to look at this Department with a working knowledge of budgets and operations.  I will use my combined vast experience and maximize the use of funds. We can not cut deputies from this Department. Continue with Hoops and the deputies will go.  Averback does not have the experience.

Your choice is:

Paul Schrader  vast experience in law enforcement and proven leader.

Mark averback jail and patrol deputy with no experience to be sheriff.

Rod Hoops vast experience in law enforcement and has failed as sheriff.

iePolitics: SEBA Attorney William Hadden

The information in this commentary is for the benefit of those presently employed members of the San Bernardino County Sheriff’s Department.  READ carefully and THINK!!

I hope not only the general members of SEBA read this and take heed, but the station representatives who are concerned with William Abernathie and Michael Eagleson not being forthright in the fiduciary duties towards  SEBA members.

Members need to know that these same issues are going on with current members and their cases as we speak. If these issues are not brought forth, members will continue to suffer for the benefit of a few. Just like we are seeing every where else.

On February 5, 2010 I filed a 14 page complaint against SEBA attorney William J.Hadden of Silver,Hadden & Silver.

The complaint was filed with Peace Officers Research Association of California/Legal Defense Fund. The complaint was addressed to the Board of Trustees.

The Board of Trustees heard the case in San Diego, Ca on April 24, 2010. On May 18,2010 I received a letter from Edward Fishman the Legal Administrator for LDF.  I was informed by Mr.Fishman, that the Board has taken the appropriate administrative action against Mr. Hadden as a result of my complaint. Appointed Sheriff Rod Hoops Supports Supervisor Paul Biane in this election. Do we need a fresh start?

This is why we need a fresh start in the San Bernardino County Sheriff’s Department.  I have been at meetings where Rod Hoops has said there are big problems on the 5th floor with the Board of Supervisors and he will not go there without a witness with him.  Then he supports one of the problems. I also received the flier with Hoops and Ramos together.  The voters get it.

Why do we need a fresh start? When you have a cloud of corruption over all county government and the board appoints the Sheriff, it is time to vote out all the incumbants.

What do I want to bring into the Department?

Transparency

As part of my fresh start approach to the San Bernardino Sheriff’s Department, it will be my duty to see that the Department is above reproach in order to restore and retain the respect and trust of the public. My first objective is to make all areas of the Department transparent, especially the jails. There will be an open dialogue maintained with the community and community activists who have questions regarding the Department, including the jails.

In order to bring justice to those wronged and closure to those who have done right, I will have all internal investigations expedited. The community will know the truth, and Deputies will be treated fairly and in accordance with “The Peace Officer’s Bill of Rights”.

Elect Paul Schrader for Sheriff of San Bernardino County.

iePolitics: Are Abernathie and Eagleson Lying?

I have received a couple phone calls in the last couple days, asking several questions about SEBA station representatives and specifically William Abernathie and Mike Eagleson.

The first issue was a question about how one goes about recalling a station representative. I am told by a person in the know, you seek out those at your station who are not happy with what your station representative is doing. If you have a majority, put it on paper, approach SEBA and the Executive Board and present your case. I think you will need the names of those who wish their station rep to be replaced. Basically you need a vote of no confidence at the station level.

Since I am hearing more than a few complaining about transperancy, those who wish to recall their station reps might wish to approach ALL the reps at a monthly SEBA meeting. I think that might be the better approach at this time. LET everyone know what is happening versus just a couple. Continue reading

iePolitics: SEBA Strong-arming Its Members?

iePolitics is receiving reports that Safety Employees Benefit Association (SEBA) members are receiving calls from SEBA brass advising that SEBA is sending people by their homes to put on Rod Hoops signs in their yards.   Apparently, employees are NOT being given a choice and employees who resist will be reported to Sheriff Hoops.  Doesn’t this violate something?

ACU: SEBA a “Non-Adversarial Approach”

In the last couple years I have heard many terms used by SEBA’s staff and their attorneys.

Terms like, “I have to work with these people everyday”.  “Don’t care the Deputies lied”. “What do you care it’s not your money”.  “Not a good idea to upset Judges”. “Not a good idea to sue cops”. “Not a good idea to put management on the witness stand”. “We enjoy a good working relationship with management”. “No we can’t do that to another SEBA member because we will have to represent them later”. “It’s their department they can do whatever they want”.

And now someone says, we take a “non-adversarial approach” in dealing with the County. Continue reading

iePolitics: POST Scandal

I’ve received two responses so far.  The first is that Stodell is from the Yucaipa area, which fits the situation.  And the second:

The names that I have heard for sure that have been involved in the POST issue are Bill Zehms, Lt. Jerry Davis and Captain Mark Marnati. Sources say that they have confirmed Davis and Marnati but the Department denies this because of their rank and the fact that Marnati had worked in Internal Affairs. If Stodell was involved in this scam then it really dates back a long time as he retired three to four years ago. Now if they have been doing this for that period of time then Captain Gray would owe a lot more money than he paid back that’s for sure.

Please keep the tips coming.  I think we all know there is more to this scandal that what the Sheriff is admitting to publicly.

iePolitics: More POST Rumors

I have a dozen or more Sheriff’s Office corruption anonymous emails to follow up on and will do so as soon as I can.  Honest.  I promise.  I appreciate all the tips.

But one arrived this morning that will take this scandal to a whole new level.  It suggests that former Deputy Chief Mike Stodell was involved in the scandal.  Anyone have additional information?

Thank you for backing out of the debate sponsored by Barb.  I don’t care if it was for the reason stated in Paul’s press release or if you, too, were as offended as so many of the rest of us by her bigotry and hatred.  It would have been a travesty to have a debate sponsored by Barb where the candidates and attendees alike would have been subjected to being called pedophiles and worst.  Barb, ET Snell, Al Vogler and Paul Bosacki have tried to make a mockery of this election cycle.  It is harassment of the worst kind and no voter should be subjected to it in a public forum.  As I have been talking to friends about attending events, many are fearful because of the accosting that has been perpetrated by Barb and her group. Voters hoping for a San Bernardino County Sheriff’s candidate debates before deciding who to support in next month’s election are out of luck so far. Candidate Paul Schrader Sheriff/Coroner had worked with local radio talk show host Barb Stanton to schedule a forum in May at Victor Valley College with candidates Rod Hoops and Mark Averback. All three candidates had agreed back in April to appear in this forum. Barb Stanton was informed on Tuesday, May 4, 2010, by David Ellis, Hoops’ campaign manager, that Hoops would not participate in the forum. Ms. Stanton asked why and Mr. Ellis said neither of the other candidates have enough money for us to be concerned with it.

I believe the voters need the opportunity to see the differences in the candidates. I believe in voter choice and I think the statement regarding who has enough money, shows a disconnect by the current administration with the voters in the county.

iePolitics: Can justice be found in San Bernardino County? – Part 1

Good lawyers know the law; great lawyers know the judge.  — Author Unknown

Justice is defined as “the upholding of what is just, especially fair treatment and due reward in accordance with honor, standards or law.”   In other words, in a county run by scoundrels, justice is hard to find.

In part one of this series we are going to examine the San Bernardino County District Attorney’s Office, District Attorney Michael Ramos, and the relationships the office and its elected leader enjoys with the county’s criminal justice system.

Let’s start by defining the role of a district attorney in California.  California Government Code section 26500 states:

The district attorney is the public prosecutor, except as otherwise provided by law.

The public prosecutor shall attend the courts, and within his or her discretion shall initiate and conduct on behalf of the people all prosecutions for public offenses.

As you can see, the definition is simple, yet broad.  The ability to “initiate and conduct on behalf of the people all prosecutions for public offenses” makes a county’s district attorney one of the most powerful positions at the local level.  And when that ability is mixed with politics, it becomes one of the most dangerous. iePolitics: Can justice be found in San Bernardino County? – Introduction

Justice in San Bernardino County has become as elusive as a Sasquatch or the Lockness Monster.  Perhaps not as evident to the public but obvious to many of those close to the system who witness the backroom deals, the personal relationships between oppositing parties, and the actions taken for political gain.  Only in San Bernardino County do we have the Public Defender sleeping with the District Attorney literally; the Conflict Panel, which is supposed to represent indigent defendants, donating heavily to the District Attorney and Sheriff; and judges with financial arrangements connected to officers of the court.

“Innocent until proven guilty” is simply a slogan of a bygone era that has given way to a system of justice mired in politics and apathy.  The Constitution of the United States be damned if it doesn’t fit the political plans of a chosen few who are not afraid to use the power granted to them by that same constitution to  use the justice system for political and financial gain. iePolitics: Sheriff Rod Hoops Covers Up For District Attorney Mike Ramos

 

 

 

 

 

As mentioned last week, I submitted a California Public Records Act request for a copy of any one of the tape recordings made when San Bernardino County Sheriff’s deputies responded to a loud party complaint in Mentone.  During that call a very drunk District Attorney Mike Ramos confronted deputies and told them to leave.  He could have been arrested for Penal Code Section 647(f) or 148(a).  However, he was not.  At least one of the deputies recognized him.

Today I received a letter from San Bernardino County Counsel advising that the tape recording is confidential.  At least they did not deny its existence or that the incident occurred.  However, we all know this types of tapes are made available to the media on a regular basis.  Just look at COPS or any of the other shows that document real incidents.  And, how often are 9-1-1 tapes, videos from patrol units, etc., released to the public. iePolitics: An Interesting Comment Regarding Hoops and Abernathie

This comment just appeared on the “A Memo from Sheriff Rod Hoops” post and it says a lot.   It is a point AntiCorruptionUnit has been trying to get across; however the comment did not come from him.  Here it is:

What should be emphasized about San Berardino County Sheriff Rod Hoops is that he is the “Go to” guy for other chief’s of police throughout Southern California.

Since Hoop’s and S.E.B.A President/P.O.R.A.C. Legal Defense Fund Board Member Bill Abernathie have such a slobbering level of affection for one another, any chief that really wants an officer fired can contact Hoops, who will then tell Abernathie that “Officer John Doe” does not appear to fit into “Chief’s long term plans.

This is code for this officer not to receive a successful legal defense, or L.D.F. authorization for any future appeals. Since P.O.R.A.C. President Ron Cottingham is an appointed board member of Calpers, retirement of any kind for this officer will be denied.

Sheriff Hoops, and those before him also guarantee a ringing endorsement for themselves from police chief’s come election time with how the sheriff’s department handles officer involved shootings, and in-custody deaths for their department’s. Like former Sheriff’s Homicide Sergeant Bobby Dean would often say at an officer’s shooting scene; “All shootings are good, some are just better than others.”

As a token of their appreciation, these chief’s of police always provide an overwhelming endorsement to the sitting sheriff’s campaign, and (encourage) others to do likewise.

In internal affair’s investigations, hire your own labor law attorney. No attorney from S.E.B.A. or P.O.R.A.C. can any longer be trusted.

Mark Averbeck: Petition to Request BOS Remove Sheriff Hoops

I am circlating a petition to request that the San Bernardino County Board of Supervisors remove Sheriff Rod Hoops from his position.  The petition can be downloaded and printed on legal sized paper and need to be returned no later than May 22, 2010.   Here is the .pdf file:  Petition 1

I have dozens and dozens of businesses and plenty of citizens gathering signatures to present to the Board of Supervisors in one month. The only requirement is the person be a citizen of San Bernardino County. It doesn’t matter if they are a registered voter or not. I am also requesting the parents of the children in this County, to please ask your children to mail a letter to the Board of Supervisors requesting they dismiss Sheriff Rod Hoops from office for his utter failure to eliminate and disclose the corruption in the San Bernardino Sheriff’s Department.

iePolitics: Need Some Information

iePolitics is receiving some very interesting information regarding the Sheriff’s Rangers.  Can someone give me the email address for Deputy Chief Paul Cook?  I know the pcook format, but that is common enough it could be something different.

Also, I am sending a California Public Acts Request to Sheriff Hoops now to request the audio tape of the incident with San Bernardino County District Attorney Mike Ramos.  I understand the conversation may have been recorded by more than one deputy.  If anyone else is will to send an email to Sheriff Hoops asking that the tape be released, let me know and I’ll give you his email address if you don’t already have it.

iePolitics: A Legacy of Malfeasance – Part 5

It had been my plan to write about the Sheriff’s gang known as the “Sharks” in Part 5 of this series.  But as I was researching the Sharks, another Sheriff’s gang was brought to my attention and that gang is a bit more interesting.  The Sharks are not off the hook; we are just going to bait them a little more and they will show up later in the series.  Today, we are going to discuss the Sheriff’s gang known as the “Mexican Mafia.”

The Fontana station of the Sheriff’s Department, or as many people call it, Fontucky, is much like the Victorville station was some years ago.  It is lawless and troublesome.  But not everyone knows just how lawless it is.  It has such a serious problem that Internal Affairs had to set up a satellite office at the station.  Now that’s bad! Many might be wondering why they should vote for Paul Schrader.  Well lets look at some of what I believe to be common sense issues. NO masters degree needed.

This is nothing personal against Mark Averbeck. I admire his fortitude and no-nonsense approach to the Captain Gray scandal in the last week.  Some think that Averbeck’s approach is nothing more than political grandstanding.  Maybe.   Or maybe Mark is just tired of what he has seen in his career. iePolitics: Threats and the Blog

Am I the only completely amazed by a couple of the comments from those who claim to be members of the San Bernardino County Sheriff’s Department?  I am really hoping that “Down with AntiCorruptionUnit” is a prankster and the comment wasn’t really from a cop.  It would be a shame to think we have someone that stupid carrying a badge and gun.

As to “Long Lost Friend,” I did exactly what I have always said I would do if someone makes a viable threat here on the blog.  Long Lost Friend’s information was forwarded this morning via email to Sheriff Hoops.  It is up to the Sheriff whether he does anything with the information. iePolitics: Yet Another Thank You . . . To the Powers That Be in San Bernardino County

Jim and I were discussing the fact that blog hits are remaining steady at an all-time high and have done so for a number of weeks now.  But they have shifted too.  Ever since the county started blocking the blogs for line staff computers, our biggest blog hit hours have changed.  It starts around 5 a.m. and stays high until 7 a.m.  Starting around  7 a.m. the Fifth Floor and department heads start looking at the blogs.  HR starts copying entries anywhere from 7:30 to 9:30 and again later in the afternoon.  The hits pick up again mid day but get really high around 6 p.m. and go to 10 p.m. Continue reading

As all of you provide me with tips, I am submitting public information requests under the California Public Records Act.  Here is a list I have submitted so far:

  1. Press Release originally issued by the Sheriff’s Department in the death of Baby Wyatt Garcia.
  2. List of flights and associated costs of flights taken by Mark Uffer on Sheriff’s helicopters for non-emergency reasons.  I understand there are trips to Disneyland, etc., where he used the Sheriff’s aircraft.  Also, I need verification of whether or not he had Sammy Haggar flown in to the speedway via Sheriff’s aviation and the cost related to that.
  3. List of all freebies not reported on Mark Uffer’s 700 he received, i.e., speedway tickets, gift bags, free food, Glen Helen concerts, hotel rooms, etc. Continue reading

iePolitics: More Sheriff’s Tips

Last night I had no less than four phone calls from those concerned about my safety and giving me information regarding things ranging from leapfrog surveillance, phone taps, and how to tell if I’m being tailed to keeping my doors locked.  Thanks a lot!  You all helped me have a great night’s sleep.

For those that are wondering, this all has to do with my post yesterday regarding the Sharks, a gang of Sheriff’s deputies that had numbered sharks tatooed on their ankels.  I guess this is a bit of a sore subject with Hoops.  So, as the first caller suggested I do, I AM NOT suicidal.  If my dead body is found, the first place to look is the Sheriff’s Department.  And I was told that my phone is probably tapped, so if you call me, assume the good Sheriff is listening. I don’t know about the rest of you, but I’m tired of the scandal and cover up of scandal in this county.  I’m really disgusted that the county’s top law enforcement officer has apparently lied to the Board of Supervisors about the seriousness and outcome of the P.O.S.T. scandal.  This scandal is a big deal and Sheriff’s Department official should be criminally prosecuted for it but because of Hoop’s friendship and affiliation with District Attorney Mike Ramos, it will likely never happen.  Any of us who perjured ourselves and stole this much money would be sitting in jail awaiting trial.

iePolitics: A warning?

I have received several anonymous emails that can’t exactly be considered threats suggesting that as part of my “A Legacy of Malfeasance” series I not delve into the issue of the Sheriff’s Rangers.  So, I am going to delve into the issue of the Sheriff’s Rangers.  To be truthful, until I started receiving the emails, I did not even know they existed.  However, I now know that these are often wealthier members of our community who are supposed to have training and carry special deputy badges.  Hmm . . . wonder why training and badges could possibly be an issue in this county?

One thing I did notice is that on Sheriff’s Hoop’s 460 ending December 2009, the Rangers donated to his campaign but then the contribution was refunded.  Can any one shed light on that specifically?  And, of course, send me all you can on the Rangers.  This should prove to be interesting. iePolitics: A Legacy of Malfeasance – Part 4

There was a time in the San Bernardino County Sheriff’s Department when brawn was far more important than brains.  As a matter of fact, education beyond high school was looked upon as suspect.  Fortunately, over the past 30 years, the powers that be have become more enlightened and an educated deputy is valued.  But there are throwbacks even now.  San Bernardino County Sheriff’s Lieutenant and Apple Valley Councilman Rick Roelle is such one example.

Throughout his career, Roelle has had issues with his temper and his ability to control violent outbursts towards suspects and prisoners.  Early on in his career as a deputy, Roelle would beat prisoners detained at Central Jail.  But one of the most disturbing stories comes not from his early years, but rather after his promotion to Sergeant, a promotion made with full knowledge of Roelle’s penchant for violence. iePolitics: Montgomery v. Stull

I was sent a campaign fundraiser flyer for Superior Court Judicial candidate Victor Stull.  You can see it here:  Stull Fundraiser ACC

There are a number of reasons why voters should look at the Stull campaign with suspicion and I will go into those soon.  For now, a couple of items on this flyer stand out.

First, the fundraiser is being hosted by Mike Ramos, Rod Hoops, and Presiding Judge Doug Elwell.  Of the three, the only one who has any business hosting and supporting a judicial candidate is Judge Elwell.  The sheriff and district attorney have no business trying to hand select judges. Someone asked about nepotism in the Sheriff’s Office and someone quickly sent me a list of known family members.  Of course, no one is saying that the youngsters don’t deserve their jobs or promotions but no one is saying they didn’t have a little help either.  Here is the list so far:

  • Steve Dorsey now a Lieutenant—Father was former Assistant Sheriff
  • Rob Wickum now a Captain—Father was former Chief
  • Dave Williams now a Captain—Father was a former Sheriff
  • Joe Catalano now a Detective—Father was a former Captain
  • Steve Kovensky now a Captain—Brother-in-law to Hoops
  • Harry Stewart now a Sergeant—Husband to Sherrie Stewart Deputy Chief
  • Cole Reynolds Deputy—Father is Cliff Reynolds Captain  (There is also a story here about his polygraph)
  • Cameron Pratt Deputy—Father is Glenn Pratt Assistant Sheriff  (First year he has been eligible to test for Detective and he is in Group 1)
  • Scott Nobles Deputy—Father is Warren Nobles Assistant Sheriff

I’m sure y’all will add a few names to the list.

iePolitics: A Legacy of Malfeasance – Part 2

The California Commission on Peace Officer Standards and Training (POST) was established by the California Legislature in 1959.  Its purpose is to set minimum standards and levels of training for law enforcement officers in the state of California.  According to their website:

The POST program is voluntary and incentive-based. Participating agencies agree to abide by the standards established by POST. The more than 600 agencies in the POST program are eligible to receive the Commission’s services and benefits, such as job-related assessment tools, research into improved officer selection standards, management counseling services, the development of new training courses, reimbursement for training, and quality leadership training programs. POST also awards professional certificates to recognize peace officer achievement and proficiency.

iePolitics: A Legacy of Malfeasance – Part 1

Back in the days when I worked for the San Bernardino County Sheriff”s Department, I used to say that a prerequisite to being a cop was being a pervert.  Now mind you I was Captain Michael O’Rourke’s secretary and had the responsibility to type a lot of the reports that became part of the Victorville Sex Scandal involving current Safety Employee Benefit Association president William “Beef” Abernathy (see Link 1 and Link 2).  If you read Link 2, you will see that even back then “cover-up” was the name of the game.  But the internet and blogs didn’t exist so it was easier.

Of course, that was during the reign of Floyd Tidwell whose little black book was as infamous as Jean, his main mistress, and now that his poor first wife passed away, his new wife.  I will say that Jean was patient.  But I digress.

Since Tidwell there was Dick Williams, whom I can say honestly I never heard of philandering (not that that means anything); Gary Penrod, whose philandering will play an integral part in this entry; and current Sheriff Rod Hoops, whose “Captain’s Private Stock” we shall discuss in a later piece.  So when you have perverts running a department, it becomes even easier to paint all cops with the same brush.

VVDP: Sheriff’s investigators complete inquiry into colleagues

Inquiry centers on command staff accused of forging documents. Report headed to D.A.’s office

Senior members of the San Bernardino County Sheriff’s Department are under investigation for allegedly forging training documents for personal gain, according to officials.

The department has completed its investigation and the case will be forwarded to the District Attorney’s office next week, Sheriff’s Department spokeswoman Cindy Beavers said Friday. Continue reading
