With growing doubts surrounding Jerry Brown’s highly competitive race for Governor, Congresswomen Loretta Sanchez announced yesterday she’s forming a Committee to raise money for a gubernatorial run in 2014.

With Jerry Brown running an uninspired campaign for Governor, jockeying for the 2014 nomination for Governor has already begun,” said Crystal Feldman, press secretary for the California Republican Party. “Nervous Democrats, uneasy over Brown’s likelihood of capturing the Governor’s office and extending his decades-long tenure on the California state payroll, are starting to hedge their bets. Even Brown’s supporters are showing uneasiness that he has no plan to create jobs, lacks any proven ability to manage budgets and protect taxpayers, and has no clear path to restore California’s economy. After 40 years in politics controlling Sacramento’s back rooms, it looks like Democrats are poised to issue Jerry his gold watch and move toward the next chapter.

San Bernardino County’s three top lawyers may be “former” employees by year’s end.  San Bernardino County District Attorney Mike Ramos, Public Defender Doreen Boxer, and County Counsel Ruth Stringer all are in precarious positions at best.

Although mainstream media has refused to cover the antics of District Attorney Mike Ramos, iePolitics and InlandPolitics have covered them extensively.  We have been accused of libeling poor Mikey.  But the seeds he has sown are about to come back to haunt him and prove that we are the ones with truth on our side.

Discovery has been trickling into defense counsel at a snail’s pace, if at all.  Imagine defense counsel Jim Reiss’ surprise when, while being questioned under oath in the Rex Gutierrez corruption trial, Aleman claimed he had interviewed over a hundred times with district attorney investigators.

Yes, Attorney General Jerry Brown repeatedly claims he’s all over the City of Bell salary scandal.

Brown’s office has subpoenaed thousands of city records. He’s giving city officials twenty-four hours to turn them over.

Otherwise one can infer search warrants will be the order of the day.

But, maybe Brown should have checked with Los Angeles County District Attorney Steve Cooley before embarking on his politically charged grand standing.

Yesterday Cooley revealed his office has a wide ranging investigation into Bell to include election fraud in addition to the salary issue. An investigation that started last March.

A little less than two weeks ago California Attorney General and Democratic gubernatorial candidate Jerry Brown was poking at Republican gubernatorial candidate Meg Whitman over the millions she had spent to date, and the fact he still had a 5 point lead in a recent poll.

Remember the invite Meg to tea comment?

Then came last Wednesday. The widely respected Field Poll had Whitman and Brown in a statistical tie. Brown stopped laughing.

So much for that lead. A lead Brown will likely never see again.

Riddle me this readers:  What were they thinking?

“What was who thinking?” you say.  Our men in tights . . . our caped crusaders . . . our dynamic crime fighting duo . . . Moonbeam and Mikey . . . oops, I mean Batman and Robin.

That’s right!  Moonbeam had been wandering aimlessly along in the fog for far too long until he ran right smack dab into the “crime of the century.”  Robin had been fighting corruption in San Bernardino County by his lonesome since his Batman retired (Hoops isn’t into wearing tights and a cape) so he eagerly welcomed his new “partner”—Hackleman’s term, not mine, and we won’t go any further with that visual—and our dynamic duo was united.  (See photo on office wall.)

In the aftermath of the announcement that District Attorney Mike Ramos’ team failed miserably to prove that Rex Gutierrez participated in a conspiracy or lied on his time card, there was one little-noticed comment that stood out.Assistant District Attorney Jim Hackleman, Mike Ramos’ appointed hatchet man, accidentally confirmed a suspicion many San Bernardino County residents had suspected for many months. Hackleman was asked by the media if the DA’s Office would seek a re-trial of their failed and costly conspiracy case and his comments were very telling. Hackleman proved just who was driving this wild political investigation when he said, “We’re going to sit down with our partners in the Attorney General’s office and will thoroughly review and refine our case with them.”

Matt Munson: Caught In Another Budget Bind

Senator Dutton has written yet another eloquent column about why we should pass Republican Party budget solutions, but Democratic Party legislators want to do it their way no matter how many more Californians will become unemployed or how massive the state’s budget problems will become in future years.

Even though Republicans may have the winning issues on the state budget and law and order, our state is so gerrymandered where the Democratic Party will likely be able to pass their state budgets in a veto-resistant manner after the next two elections. The Democratic Party has State Senate District 12 and 15 in the cross hairs so they can be ready to pass budgets without Republican Party influence.

Unfortunately we will have to see California collapse before voters ever do consider the Republican Party as a viable choice, but even so there are many demographic groups who would rather vote for a dog instead of a Republican. Republicans are going to have to build a relationship with these demographic groups that Republicans used as wedge issues in order to adapt to the demographics of our state today. Continue reading

As I read various blog comments and accounts of Rancho Cucamonga City Councilman and former San Bernardino County Assessor employee Rex Gutierrez’ corruption trial and non-verdict, I realize the magnitude of what happened Wednesday is lost on most.  Let me explain.

The District Attorney pulled out all stops to keep this case from going to trial any sooner than necessary due to his re-election campaign and fear certain information might come out during the trial.   Gutierrez refused to waive time further.  The District Attorney used every procedural delay available and the trial did not commence until the last possible moment.  The District Attorney was hoping a smoking gun would materialize but it never did.  The District Attorney’s hand was forced. In the Inland Empire there is always an interesting political dynamic afoot.

This one is a beauty.

Sources tell InlandPolitics that San Bernardino County District Attorney Mike Ramos, a Republican, has embarked on an effort to fulfill a commitment he made to Democratic candidate for Governor Edmund “Jerry” Brown.

The commitment? Form a group of local influential Inland Empire Republicans to support Brown in the November showdown with GOP nominee Meg Whitman. Something that would be interesting to say the least, but highly improbable. Continue reading

iePolitics: ARMC: Our BOS wants more stupid?

So is our illustrious San Bernardino Board of Supervisors up to stupid again?  We hope not.  But we won’t know for sure until Tuesday’s meeting.  BOS agenda item No. 16 has left us scratching our heads.  This board item approves new,2-year contracts with all of the various medical providers for Arrowhead Regional Medical Center (ARMC), with the exception of the Anesthesia contract, which is extended six months.

ARMC has been under investigation almost continuously since the final quarter of 2009 for a variety of reasons including malpractice, patient abuse, billing issues, and violations of state regulations.  All three levels of government, federal, state and county, have been involved in these investigations and they have not been completed.  The situation at ARMC remains so dire that it could lose its Medi-Cal and Medicare funding which in turn could lead to the hospital being shut down.

Special Agents from the California Department of  Justice are currently investigating possible criminal misconduct at ARMC.  It is rumored that it has to do with, among other things, the medical care received by Supervisors Biane and Gonzales and former County Administrative Officer Mark Uffer and his family and friends.  That makes sense because otherwise it would be the San Bernardino County District Attorney’s office investigating.  However that agency has very close personal ties with all involved and that is why it appears the investigation has been turned over from the District Attorney to the Attorney General.

There has been a battle going on at ARMC for months now.  Those doctors who are tired of the mismanagement and despotic rule by ARMC Medical Director Dr. Dev GnanaDev have started speaking out.  And at least one has paid a price for doing so, that being the doctor in charge of Anesthesia, which is why his group’s contract is being extended rather than receiving a new 2-year contract like all others at the facility.  Dr. GnanaDev wants to replace him with one of his own but there is too much heat to do so right now.

The new series of contracts has one change and that is there is a separate contract for Dr. GnanaDev as medical director and one for Dr. GnanaDev for patient care.  However, the conflicts of interest still exist: Continue reading

Editor’s Note:  This is a mailing list I ended up on I suspect due to the post I wrote about Chris Lancaster.  For the record, in addition to ET, Al Vogler, and Barb Stanton, Assembly District 59 candidates Chris Lancaster, Ken Hunter and Tim Donnelly all participated in one aspect or another of the very bigoted campaign against Anthony Riley and/or Corey Calaycay.  I’ve got the emails to prove it in case they try to deny it.  Anyway, I really don’t hate Mormons.  I have always had a lot of respect for them.  But I had a huge issue with both Chris Lancaster, who is a Mormon, and Tim Donnelly, who I don’t believe is Mormon, preaching God and then participating in such hateful work.

SACRAMENTO, CA – Today the FPPC, in an unprecedented ruling against the Church of Jesus Christ of Latter-day Saints, found the Salt Lake City based Church guilty on 13 counts of late campaign reporting.  The Mormon Church was fined $5538 in an agreement worked out ending the 19 month long investigation.  The Church was the primary backer of California’s Proposition 8, which ended gay marriage in California two years ago.   The Mormon Church initially admitted to spending only $2078 to pass Prop 8.  When I filed my sworn complaint on November 13, 2008, they instantly attacked me. Fox News: California Primary Bucks the Trend

In Tuesday’s California primary elections, the state bucked the trend elsewhere where conservative candidates have been ascendant. The two big GOP nomination races, for governor and U.S. senator, were won easily by Meg Whitman and Carly Fiorina. They both trounced more conservative rivals in elections marked by surprisingly low turnout in this year of the tea party. The primary reason: money.

Whitman flooded a primary opponent who sought to reduce California’s sky-high taxes on businesses and individuals. She committed an estimated $71 million of her own funds. Fiorina, who spent at estimated $5 million of a personal fortune, amassed 57 percent of the vote and easily defeated conservative state Assemblyman Chuck DeVore, a west coast version of Florida’s Marco Rubio, and fiscally conservative former Congressman Tom Campbell. iePolitics: Dr. Dev GnanaDev Exhibits Contempt And Arrogance

Several weeks ago iePolitics was tipped off to the fact that Dr. Dev GnanaDev, medical director for San Bernardino County’s only county-run hospital, Arrowhead Regional Medical Center (ARMC), owns a number of pieces of real property in San Bernardino County and elsewhere.  Because of some of the accusations surrounding at least one piece of  said property, which we will detail at a later date, an attempt was made to verify that Dr. GnanaDev properly reported his real estate investments on his Form 700.

iePolitics obtained a copy of Dr. GnanaDev’s contract with the county of San Bernardino and verified that pursuant to his contract, he is in fact required to file an FPPC Form 700.   However, when iePolitics attempted to review Dr. GnanaDev’s Form 700 on the San Bernardino County Clerk of the Board’s website, it could not be found. Munson on the Ballot: NO on Proposition 14

After reading the Inland Newspapers endorsement of Proposition 14 in the Bulletin and the Sun, I feel compelled to communicate why opposing Proposition 14 would be the best choice. Proposition 14 will do little to change the political climate in California where interests as such as diverse as the Green Party and the Republican Party are against this ballot measure.

Proposition 14 will take rights away from political parties where they will lose the right to select who would be their nominee for the November election. This measure will allow candidates to run under any ballot label or none at all which would confuse voters for political gain. If you do not like the candidates running in a particular contest you will only have a choice between choice 1 and choice 2, write-in choices will be prohibited under Proposition 14, just as well as third parties because people will feel they do not want to waste their vote because only two choices in the general election. InlandPolitics Commentary: S.B. County Supervisors should waive privilege, if possible

Tuesday morning the San Bernardino County Board of Supervisors will considering waiving its attorney-client privilege protecting communications related to the litigation and 2006 settlement of the lawsuit between the County Flood Control District and Colonies Partners, LP.

The $102 million settlement was to compensate for damages created by flood control actions resulting from the construction of the 210 freeway in Upland.

iePolitics: A New FPPC Complaint Against Mike Ramos

Although I am not going to give details until we know the complaint has been received by the California Fair Political Practices Commission (FPPC), a new complaint has been sent to the FPPC for investigation.  I have been told that due to the nature of the complaint, the FPPC will contact the Ramos campaign for clarification.  We cannot imagine Mikey being able to provide adequate justification for his actions to convince the FPPC not to fine him.

Some time tomorrow afternoon, iePolitics will release the details of the complaint.

iePolitics: Postmus/Erwin Arraignment Sends District Attorney’s Office into Meltdown

This morning’s scheduled arraignment for former Assessor Bill Postmus and former Assistant Assessor Jim Erwin was postponed until April 26, 2010, so that the defendants could finalize arrangements for legal counsel.  The hearing also provided the defendants’ attorneys a forum to notify the court and the San Bernardino County District Attorney’s Office and the state of California Attorney General’s Office of the fact that neither defendant will waive time.  This revelation sent both agencies into meltdown. Paul Schrader: Paul Schrader candidate for Sheriff of San Bernardino County backs three pro-gun bills.

We need to see change regarding the gun laws in California.  Call your lawmakers and tell them you want the law changed.

On Tuesday, April 6, the Assembly Public Safety Committee will consider three pro-gun bills.

Assembly Bill 2053, sponsored by Assemblymember Jeff Miller (R-71), would clarify the current statutes for law enforcement to issue a concealed firearms license.  Under AB2053, the “good cause” stipulation would apply to self-defense, defending the life of another, or preventing crime in which a human life is threatened. FPPC complaints have been filed against San Bernardino County Supervisors Josie Gonzales and Paul Biane as well as former County Administrative Officer Mark Uffer.  The complaints all allege that these three individuals, along with countless other politicians and department managers, have been the recipients of free medical services at the county’s hospital, Arrowhead Regional Medical Center (ARMC), and have failed to report the gifts on their Statements of Economic Interests (Form 700).

VIPs, as they are known at the county-run hospital, routinely have medical treatment arranged for them free of charge at the ARMC at taxpayer expense.  Often, in order to hide the free treatment, no computer records or medical charts are created.  VIPs, if being treated in the emergency room, are moved ahead of even critically ill patients. Tim Donnelly: Guess your voice doesn’t count in Pelosi’s Congress…

The more we learn about the proposed Health (ObamaCare) Bill, the less the people want it! And what is Pelosi’s take? Too bad, you already approved it. Ok Publius, before you jump on my case about taking meds, perhaps you should reconsider the advice you give your boss.  Generally, before charging and arresting individuals, investigators investigate.  It’s not the other way around, i.e., conducting the investigation after the arrests are made.  Not to mention the fact that you have libeled and slandered at least six politicos/businessmen in the community without just cause to promote Mikey’s political career.

So, now the District Attorney and Attorney General want the county to relinquish its attorney/client privilege so it can get around to investigating the Colonies settlement.  Duh!  Why didn’t I think of that? Continue reading

iePolitics has learned from a well-placed West-End source that the February 10, 2010, incoherent spectacle produced by San Bernardino County District Attorney Mike Ramos and California Attorney General Jerry “Moonbeam” Brown, charging former Assessor Bill Postmus and former Assistant Assessor Jim Erwin with multiple felonies, including bribery and embezzlement, may have had a much more far-reaching purpose.  And that “purpose” has to do with one unnamed, but very identifiable, John Doe; John Doe No. 1, i.e., Jeff Burum, to be exact.

SACRAMENTO–Senate Republican Leader–elect Bob Dutton (R–Rancho Cucamonga) has sent a letter to California Air Resources Board (CARB) Chairwoman Mary Nichols calling on her to suspend implementation of AB 32, California’s Global Warming Solutions Act, until a “valid, peer–reviewed economic analysis has been completed.”

Senator Dutton sent the letter to Mary Nichols after learning that CARB has yet to redo its initial flawed economic analysis by a promised Dec. 31, 2009 deadline. Last week CARB staff acknowledged that the new economic analysis has yet to be completed. Further, staff said they didn’t know when it would be done. (View my letter)

“Mary Nichols and CARB continue to drag their feet on what should be priority number one–the potential impact their actions will have on jobs,” Senator Dutton said. “So while CARB barrels forward to implement anti–global warming measures, they do so completely ignorant of the true economic impact their actions will have on Californians’ jobs and our economy.”

A key study from Sacramento State University economists estimates that the cost of AB 32 could be as high as 1.1 million lost jobs and a 10% reduction in the state’s economy.

Senator Dutton introduced legislation last year, SB 295 that would have required CARB to redo its flawed economic analysis. The bill was killed by Democrats in the Senate Environmental Quality Committee after Mary Nichols assured the majority party that SB 295 was unnecessary because the new economic analysis would be completed by Dec. 31, 2009.

“Mary Nichols and CARB should be held to the same standard they expect California businesses to follow,” Senator Dutton said. “We can do that by immediately suspending implementation of AB 32 until the revised economic analysis is complete.”

For those of you concerned with the apparent fraudulent training certificates being issued involving San Bernardino County Sheriff’s Department employees, someone from the California Commission on Peace Officer Standards and Training (POST) was reading the entry yesterday.  The Commission can no longer make any claims that they don’t know what is going on in this county.

It seems we have yet another double standard in this county.  When law enforcement officials commit a crime, such as Mike Ramos and now members of the Sheriff’s Department, our chief law enforcement officers for the county look the other way or help in a cover up.

One can only imagine the discussion during the special closed-door San Bernardino County Board of Supervisors meeting on Tuesday, February 16, 2010, called by Supervisor Josie Gonzales.  I wonder which of the four remaining supervisors will be blessed with the duty of having to explain to Gonzales the identities of John Does 4 and 5.  At least it will be entertaining for the others.

So Josie, since you seem to think the Board of Supervisors needs to investigate itself, where do you propose to start?  Do you realize that all four of the remaining supervisors and a number of their support staff “profitted” from the Colonies settlement in one way or another.  So, do you believe that the other four supervisors should place themselves on Administrative Leave and let you run the show? iePolitics: The Governor’s Race

Months ago some Republican operatives were quietly admitting defeat in the Governor’s race no matter which of the then-three candidates won the Republican nomination.  I didn’t like that defeatest attitude but have slowly resigned myself to the possibility of having Moonbeam as our governor again.  It could be worse as the Governator has proven so I wasn’t too worried.

Now that we have seen Moonbeam in action right here in our own little county, we should all be grateful that Republican hopeful Meg Whitman is starting to grow on voters.  Meg is not the best of orators, but once she receives the nomination, she REALLY needs to debate Moonbeam. Continue reading

iePolitics: What is PM2.5?

For those interested in the technical side of this issue, here is some additional information.

The research involves Particulate Matter 2.5 (PM2.5).  Particulate Matter is the solids or liquids emitted into the air. The 2.5 represents 2.5 microns in diameter or less.  A micron (or micrometer) is a millionth of a meter.

CARB, like any powerful autonomous government agency, needs to follow this guiding principle:

The more costly the proposed regulations, the higher the degree of scientific certainty required to justify them.

CARB’s proposed new regulations on diesel exhaust go far beyond what any of the other 49 states, or the federal government has adopted.  The claimed toxic effects of diesel particulate matter (roughly described as “PM2.5”) are hundreds of times smaller than, for example, the increased risk of lung cancer caused by cigarette smoking.  These possible effects are so small, the actual exposure levels of human subjects are so difficult to estimate, and there are so many confounding health factors that are impossible to control, that the entire question needs to be broadly re-assessed before adopting a radical crash program of harsh new regulations on diesel trucks.

I’ve tried to take an objective look at the scientific question: Is fine particulate matter in diesel exhaust causing cancer and premature deaths of a measurable number of Californians?  The short answer is that we do not yet know.  But whichever way it eventually turns out will have no effect whatever on my career, or my grant funding.  I’m just a 30-year L.A. resident looking for a clear answer, but I do use the statistical tools of epidemiologists (e.g., Cox Proportional Hazard tests) in my own astrophysics research.

iePolitics: Job Killing California Air Resources Board Rules Have Local Connections

San Bernardino County’s past continues to haunt us.  It is not corruption, at least not exactly, but we find that yet another former Chairman of the Board of Supervisors is making news.  This time we have to go back even further than Jerry Eaves to find the culprit.

Barbara Cram Riordan, a 1961 University of Redlands graduate, served on the San Bernardino County Board of Supervisors from 1983 until her third full term ended in 1996. Prior to her stint with the County of San Bernardino, she served on the Redlands City Council for four years.

Riordan was appointed to the California Air Resources Board in 1991 by then-Governor Pete Wilson, reappointed in 1999 by  former-Governor Gray Davis and again in 2004 by Governor Arnold Schwarzenegger.  She served as Chairman of the Air Resources Board twice for short periods of time.  She has also previously served on the Mojave Desert Air Quality Management District Board of Directors.

So what does all of this have to do with killing jobs and scandal you might ask?  Has anyone been listening to KFI640′s John and Ken of late?  If not, you are missing out. Continue reading
